banned wtf is UTC time?

As you can see somehow i got reported for advertising a chinese gold site.. like i would help them out especially if i was on my account..
Retard gms ftw anyway they have no proof which is nice they just threw me a "3 hour ban"
Sent at December 28, 2010 8:37:57 PM it is now 10pm roughly 2 hours since but on the forums it says i am unbanned january 1st, and on the account management page it shows Expires:
