Navicat Mysql error

Hey since i cant ask questions in the emulator section i will post it here

Well , i started a server a 2 months ago. After awhile i got bored and deleted my Navicat for Mysql and now when i try to log on to my database it gives me a error saying 2003 - Cannot Connect to Mysql server on "Localhost" (10061)

Please help me with this problem

Mysql is not started.

now its giving me a access denied to root@localhost error....
