Hello, i'm a guy that's 15 years old that want a paypal account, but i can't make one since i'm underaged.

How can i be able to make one when being underaged and have no credit card without risk except getting banned on paypal?

They don't ask for a age, and you don't need a credit card or bank account, unless you want to get verified which may help with scams.

You wont get banned, you don't need to be 18. Just set up a account (using fake info) and do your scams.

edit: make it a canadian account you can spend money without adding a bank account.

Yea, but when it comes down to the crunch they will chase up his IP and make him pay the thousands or hundreds or dollars he owes

Just use a Proxy server and you should be fine

protip: If you are really going to be scamming a lot, I recommend buying a VPN its like a proxy on speed, basically it sets up a whole new internet connection (so it proxy everything on your computer(skype,msn,aim,ect.)). Also they are very fast.

i won't scam, just rent accs, get money, buy gold and buy/sell/trade wow accs

So what you tellin when i create account i need to put myself as canadian right and i will be able to recive money and buy staff without credit card or bank acc on it.I just traded some accs and i am planing to recall my acc i traded but before that i want to sell my acc to some trading company they say they are us but i belive they are chinese like most of them.Will i need to use any proxy things for this kind of thing?

In my opinion and experience, don't use PayPal for money scams.
They'll just instant-limit your account in a matter of seconds :|.

It's a pitty though, since so many users do use PayPal these days.

Fake age of course.. Remeber to use a proxy.

I recommend VPN too, they are as fast as your regular connection, so they won't slow down your internet like a proxy would. They are safer too.
