Wotlk Working spells?

Is there anyway to get working spells and npcs in wotlk?
I CANT CONNECT TO A PRIV SERVER CAUSE IT SAYS CANNOT VALIDATE GAME VERSION Eventhow i do have the right version and i have uninstalled it 20 times.
But anyways, is there any sandbox or thing that will let me use talents armor and spells?
And that has npcs? And if u dont know somthing like that do you know how to make it stop saying "Cannot Validate game version"
