If you are talking about creating an emu server the answer is yes. The files that the Emu Sever ( Maps and etc ) are included with even the trial versions of Wow. You can use the full version as well to create your server. Just download the Full version of wow with BC, update to the version that the server you are starting needs and you are all set. There is more information about the types of Emu Servers on these forums, and each has easy directions and there own forums if you need any help as well.
