Unlimited height with bottled Tornado - Very Top of Deadmines Exploration 5.1.0!!!

I went to Deadmines to try this, but every time I try to use Bottled Tornado I get "Can't use that here" error.

Seems to be fixed inside instances? I'll check later if I can use it in any other place.
