Players could potentially use the Elemental Sapta from the new elemental invasion quest "Subduing the Elements" this would allow Alliance players and non shaman to also see the Air Spirits

Scratch the bump, sorry Sapta can only be used in the city itself i believe

EDIT: Since the class quests were removed from the game it is no longer possible to obtain a sapta and therefore see these hidden Air Spirits any longer although they are quite possibly still there.
