Can confirm this works (at least in EU). Got 11 chars on a server and 11 chars on another.
I could queue and enter with 10 from the first server.
The 11th character could queue, but I could not enter the dungeon ("You have entered too many instances recently.")
I logged on my 2nd realm, I could queue again with 10 new chars despite having received (".. too many instances...") message on the previous realm.

What part am I not getting? You can still only do 10x per character, per realm (he us in, duh). So nothing changes. You cant switch that very char to another location. For example one char is located on Outland-EU, you do 10 instances, werent you able to do 10 isntances with another char right away? Wasnt instance lock locked to one char only and not to the entire account? What am I missing...?

It is not per realm region.The instance cap has been per realm for as long as I can remember (years).

An interesting change in 6.2 appears to be the addition of a second instance cap that is instance specific. Before 6.2 you could queue through the dungeon finder for an instance without worrying about hitting a cap. Post-6.2 after entering a specific instance 10 times in under an hour, regardless of if you walk through the portal or queue through the dungeon finder you cannot enter that same instance an 11th time. You can however use the dungeon finder to enter a different instance.
I have only tested and seen the above change in BRD and MSV raid finder, but I'm assuming it is the same for all other queue-able dungeons (maybe some instances, like the holiday bosses, are exempt).

I can confirm that this restriction actually applies to individual realms rather than realm tabs as mentioned in the original post.
You can use this tofarm mounts in old dungeons without getting locked out (Farm dungeon mounts without getting locked out!)

in botting case this lets you multiply gph in dungeon which require much less than 6min to be cleared, of course if you're ready to sacrifice extra time that character-1 could farm that dungeon in exchange for time needed for leveling character-2 on another realm, coz you never know how soon blizz ban botting account (botters know its a question of couple days or months)

For example, you go to farm an instance for some account level stuff. You lock your characters on your current realm due to the "10 instance per hour" limit. You then normally have to wait.
But if you switch realm/region you don't have to wait at all, because that limitation is realm/region specific. I think that's what this topic is about.

What does that mean? Means you have 10 instances per hour in each of the different tabs in the realm selection screen:
Which means you can do a total of 40 instances per hour if you really wanted, being 10 in the United States realms, 10 in the Oceanic realms, 10 in the Latin America realms and 10 in the Brazil realms.
I tested this doing 10+8 runs in one hour, being 10 in realms from the Brazil tab and 8 in realms on the United States tab.
Not sure how are realm tabs grouped by in Europe, but it should work in a similar way, but it is worthwhile to test it.
This exploit is minor because mostly people that already have toons on different tabs can exploit this for dungeon mount farming (or in order to complete all your 20 Love Rocket runs in the same hour).
TL;DR: You can run 10 instances per hour per realm tab.
Doesn't sound like an exploit, you can just log off for 15 mins to bypass it anyway, but then maybe i'm just being silly.

Raids, Dungeons, and Scenarios
Each World of Warcraft account can now create a maximum of 10 instances per hour (up from 5).
It's intended to be an account-level restriction, however it's actually max 10 instances per hour per realm.
Then again, it's something really really minor. Not sure what you can use it for except farming mounts that drop from dungeons.

Say I want to grind gold from trash-farming in BOT or Heart of Fear. I get locked out after 15-20 mins. With this I can keep grinding and double/treble my hourly profits on one account only.
