Upgrade building in garrison to level 3 for no cost....

So I flew to my garrison from warspear and the whole place was glitched like when You first make a garrison in thew snowy area... but there was NO buildings and all the npcs were floating in the air.... I was able to upgrade most of my buildings to level 3 for no cost. try it out.

cant seem to replicate it on my other characters though... I have the fur trader, am on a mage, and bought a garrison u pgrade from the plan guy in warspear before flying there...

not sure exactly what happened, but as shown that's how it looked and upgrades costed 0 garrison resources. when I logged out and back in It was normal again.

His Garrison was bugged out, you can't really replicate this, you just have to hope for the best.

I notice that this "phase" occurs when I swap between garrisons, eg from a friend to mine - even though the "snowy ground" only appears for a second, this might be something to work on.

mine lasted until I logged out and back in... all buildings had cost 0 to upgrade, and I didn't check into it further. BUT if someone does replicate this DO NOT log out and see what else you can do.
