Create a lvl 1. You just need 1 silver to pay the tokems.

50 copper, actually. Just did this on a german low pop realm. All you need to do is make an alt, do the first quest and voila, you're golden.

Can confirm, used a level 14 Paladin that I had on some PvE server (with the PvP flag method in the OP) to get mine.

Oh that's nice. So the item description refers to item usage. Need to be at least level 85 to get wings visual.

i get it with an lvl 80 pally and can learn it without problems. Item say you need lvl 85 but you caan learn it anyway.
