This does indeed work. At least it worked for my friend about a month ago.
He got banned quite awhile ago and decided to write to Blizzard.
Beware, he sucks at English. And start from the end as I just copied the mail.
What he actually did was that he traded the account with a friend of ours, who tried contacting a GM about reimbursement on a Rogue. I guess the GM got suspicious about the IP addresses, there should even have been a Chinese IP address as well, as he had just got a char powerlvled.
Edit: It should be worth mentioning that when they banned the account, Blizzard wanted all kind of info, INCLUDING any kind of ID (Driver's License for example). When he sent this mail some months later they didn't ask for anything.
Anyways, mail!

Greetings,
We are writing to inform you that we have now unlocked your account and
you will be able to access the World of Warcraft servers once again.
We have reset your password and issued you with a computer generated
one, which you will receive in a separate e-mail. You will be able to
change this password at your leisure, using the Account Management
feature on our web site, located at:
http://www.wow-europe.com/en/
Your password will be sent from [email protected]. If you do not
receive it after one hour, please add this address to your email address
list so that it is not rejected by any spam filter you are using, and
reply to [email protected] informing us that you have not
received the password.
Furthermore, we have now concluded the investigation on your account,
and have determined that you are eligible for item reimbursements for
the following characters:

**SECRET INFO**
In order to receive your reimbursement, please contact a Game Master.
You can do so by clicking on the question mark on the bottom of your
in-game World of Warcraft screen, and inform them you have a reimburse
waiting for you. The Game Master will be able to help you from there.
Please note that the reimbursement may not include all your lost items.
While we strive to reimburse as much as possible, only the items we were
able to identify through our investigation will be returned to you.

Now that your account access has been restored, it is VERY important
that you take adequate steps to preserve the security of your account,
and avoid possible damage to your characters and items. Please review
this thread for more information about security threats to your account
here: http://forums.wow-europe.com/thread.html?topicId=35983697&sid=1
Please make sure that you are using the most current routines for your
anti-virus software. Once this has been updated, you should run a full
scan of your computer in order to identify and remove any harmful
components.
In addition, if you use Windows, you should review the following
information provided by Microsoft in relation to security vulnerability:
http://www.microsoft.com/technet/security/Bulletin/MS06-055.mspx Steps
are shown how to fix this issue for affected versions of Windows.
Please note that key loggers and Trojan viruses send information about
your passwords to other people and should be considered a serious threat
to the integrity of your account. If steps are not taken to remove any
malicious programs from your computer, it is highly probable that your
account will become compromised once more. Our policy on restoring items
lost due to your account being compromised allows us to return your
items once. Should you not adequately protect your account from being
accessed again by these means, we may be unable to assist you with the
restoration of your characters and items in the future, so it is
extremely important that these steps are followed.
Please do not disclose your new password to anyone, including Blizzard
staff, or change it back to one of your previous passwords as this could
result in your account becoming compromised once more.
If you wish to review our current Rules and Policies, they can be found
at:
