a buff like this can be useful for something like combustion even if it only lasts for 1 second.

I'm not sure you understand how it works. When you use the item it applies this buff. Using the item doesn't just give you 25% haste, rather it gives you a buff that gives your spells a 5% chance to proc the 25% haste. The longest I've seen that buff last was about 5 seconds. If you do manage to proc Lucidity, it will last the full 10 seconds. So while you're right that it would be useful for combustion, the problem is actually getting it to proc Lucidity before Charm of Mighty Mojo is removed. AoE or anything that causes a lot of hits in a small window of time seem to be your best bet.
