The drop rate increase in some of these mounts and legendaries could just be due to the fact that more people are doing them now they don't need a raid group. If they were going to drastically increase the drop rate, they would make a mention in the hotfix or patch notes. That being said, I didn't have it drop on the 11 characters I did it on.
