If a higher level player is any where near you while in your party your XP WILL be cut down. There is no way to receive 100% XP while partied period.

So....your pretty much saying that if my lvl 70 human pally cousin was grinding in outlands and i was in the night elf starting place grinding I would get half exp?

His XP might have been cut in half but he might have been killing so fast it pretty much double his XP.
