If it was attainable w/o the rating it isnt anymore. Its red from Blazik in Dal, and when I right click it, I get the "Dont have the rating required to buy" msg. US server.

I tried this today US Shattered Hand and it did not work still, it required the rating.

You're wrong, this was a lvl 80 arena season, hence why it's still there.
