All you have to do is make a gmail or any sort of email and send a referral to the new email and purchase the vanilla 5dollar digital copy for that new account.

Once you attach it, your main account should get the reward of 1month game time added.

I did this two days ago and it worked but they recently took down the referral page but it's back up. I don't know the reason for blizzad doing that but it might of been because of this.

Nope, it hasn't changed. In order to obtain the free month, blizzard still requires that your referral pay for an additional month.
