It appears this has been hotfixed.

The quest item Enohar's Explosive Arrows for the quest "Curtail the Darktail" can now only be used on Darktail Bonepickers within Blasted Lands.

From what i can tell its still working on my toon, though im now afraid to log out, but i can still pull anything i want. I just tested it 5 seconds ago on the sharks in sw and then the Enemies at Valance keep

This is still working on my US realm. Playing with it right now.

Edit: Unless it means any new bows people receive from the quest will no longer work, but old bows still work?

My old one on EU doesn't. Most prob they just forgot to fix US.

In addition, if your uldum farming, and you cant see any mobs around, pull out your crashin thrashin racer to look around a bit, target a mob then just hit the bow, you are now able to pull mobs out of your standard field of view.
