    No they did not hot fix it.
    I just bought the 50 badge cloak. And it's still working.
    When they brought it down, and up again, I could still receive frost badges.

    Known bug at the Blizz dev team and they will remove the extra Emblems of Frost gained and/or gear purchased with those extra emblems.
