I dont know a single person on all the servers i play with any of thoose two.
its not like everyone bought CE or everyone was part of the gurky contest..

It's not because Pepsi has a home operations in the U.S., but this makes very good sense that EU players are not getting it due to the pet only being offered because of the huge Mt.Dew promotion with the pop and stuff which is only being offered in North America.

Canadian players can keep their pet, possibly players in Mexico will, depending on the promotion details of course.

EU may get their own promotion down the road with something similar, but North American players will likely not even hear much about it due to most players having the North American version of the game.

Wotlk hasn't even been released in places like Chine yet, so I doubt they will get anything of the sort either for a while. (and yet they have some of the coolest vanity pets...ie:jade pig)
