This is certainly more of an exploit than it ever would be a bug.

And no, the 5 minute timer doesn't allow it to be terribly useful. However, you do have 5 minutes to have some fun. Get summoned to an area where it could be useful, immediately after receiving the buffs?

Percentage based haste effects stack multiplicatively, like so:

weapon speed / [ (1 + hastepercentage) * (1 + hastepercentage) * ... ]

As someone already has shown, on a REAL server, a weapon at 2.0 speed will drop to 0.91 speed, like so:

2.0 / [ (1+0.3) * (1+0.3) * (1+0.3) ] = 0.910332

Now, the fact that your weapon speed showed up as a huge bugged number immediately tells me that you are not testing this on a Blizzard realm. You're clearly lying and your screenshot is from a private realm that does not handle haste correctly.
