Wouldnt just doing the quests level you out of your twink bracket? You'd think blizz would know not to mess up again since peoples twinks got the shakari guys rep rewards when blizz added them.

False. I have done it on my non-exalted toons for rep.

hmm.. then i might have missed out of something there.. But at least i dont think there will be quest available untill lvl 70.

it is possible to get low lvls honor with shattered sun offensive not sure how but i have seen a twink with the head enchant but if blizz catches u they will take it away

There used to be a trick where you could summon somebody to you let them die and farm Sporregar creatures that will give sporeggar rep then the Twink gets the rep and goes and buys a tabard.

People used to do this with all kinds of factions to get the rewards, if you look at the US armory for Dirtybishop from Blackrock you will see he is exalted with skyguard and kurenai :P

the donation quest he is talking about is the title one for 1000g

All daily quests are level 68 Required, the instance has a level requirement. There is no way to get rep without exploitation. Which I can see may be probable, but any legit way is not.
