I'd start a server with a few friends open it to the public and just fool around.
If you are going to start a serious server try get 1-2 gms that you trust to help out players ingame and advertise.
You prob wont need a developer for a blizzlike cmangos or trinity since the emu developers are doing updates and changes, you'll just have to update the core every now and then.

I got friends willing to be gms,and i can do it
I am still looking into Cmangos trinity and skyfire but looks like i am going cmangos for my small start

i am confused about the hosting providers.
can you suggest good hosting providers in locations such as sweden, russia and other locations where i am out of trouble setting this server?

In terms of gameplay experience, I am pretty sure CMangos is much more bugged than Trinity. No clue how Trinity compares to OregonCore, but nextgen-wow is based on OC and in terms of class functionality and game mechanics it's pretty much 95% working (personally can't think of a single bug).

No clue how much of that is their own work and how much is standard mangos. OC is 80% mangos 20% trinity anyway.

People who write this on their releases are braindead, rep-hunting doucebags. No emulator is even close to those values, maybe in a few years

Choose w/e emu you want, but cmangos is 'lot more active than oregon has ever been. I've used the both and no matter which one of them you choose there will be issues; missing items, missing scripts, broken spells and such.

You won't get any population just be creating a server. Anyone can do that, there are hundreds of new servers every week. Most shut down within a month.

You need some market advantage to get players, whether you invest heavily in advertising, take the players from a dying server or merge with a active community. Those are the routes I've found to be most successful.

It's still something to look into because they have unique features like the Warden that I haven't seen on TC/Mangos (only ports).
