Creating a test server, need advice

Hello mmowned. Long time listener, first time caller.

I have a vision of my perfect wow world. A vision that involves the intermingling of classic wow and wow past 3.0. Ideally i would like to test a server where the level cap is 60, yet the classes use the 3.0 talent trees. I could go either way with having or not having DKs. I like the achievement points system.

Would the best route be to compile a 3.0+ server and just cap it at 60? is there a (simple) way to disable outlands/Northrend? or is there a (simplistic)way to run, say, a 2.4.3 server with the new talents, etc? (i am think this would be the more difficult route)

Which emulator would you recommend for something such as this? I work in the computer industry by trade and i have moderate knowledge of the coding involved in such an endeavor.

Simplest method, Get a 3.x.x core and cap the levels at 60. You can disable people form going to Outlands/Northrend by simply setting their account flags to not enable those 2 expansions. When they try to go there they will just get a message "You do not have the Burning Crusade/WotlK Expansion installed."

You can edit that message, as well.

I myself would recommend AspireDev (www.aspiredev.net): it's a good and easy to modify core.
