I'd suggest using the DD-WRT firmware on your router; it's a little complex, but overall very useful.

I want you to setup your Router Ports by yourself and not via. Programs.
For Port Forwarding you of course need Router Access.

    1). Open-up your browser and type: 192.168.2.1, 192.168.1.1 or 192.168.0.1
    - Then it will ask for a Username and Password:
    Username: Admin
    Password: 1234

2). Then you are into your router, and you can now edit different stuff.
    - Disable the Router Firewall, and lookup for the Tool called "Port Forwarding".

Remember to Enable Port Forwarding in your router.
You can now type the Ports as you want to forward as TCP+UDP and/or just TCP or UDP.

Find the tool called "Port Forwarding" in your Router.
    Disable the Router Firewall.

Then get a Guide of how to make your server public without Hamachi and what so ever.

Its the wrong IP you are Port Forwarding with as that IP is the Router's IP and cannot be used to make a Server Public, only to moderate the Router Settings etc.

Go to: Run -> cmd -> ipconfig /all -> Find an IP as like: 192.168.x.xxx

Okay, but im sure there is an IP called: 192.168.x.xxx
The x's can be any number.

"Go to: Run -> cmd -> ipconfig /all -> Find an IP as like: 192.168.x.xxx"

Port forward with the IP as: 192.168.x.xxx
If there is none, i seriously dont know.
