Press mysqlstart icon, make sure it has started with no error.
If you got an error, then press ctrl alt delete:
Go to proccesses.
Is there already a mysql.exe / mysqld.exe running already? If so end it then try again.
Is the server extracted to C:\? So that it's C:\Hyperion\Server.

If the above worked fine then in navicat the database details are these:
host: localhost
user: root
pass:
port: 3306
database(s):
(Leave pass + database(s) blank).
And go into logon - account.

No I started with NCDB in 3.0.9, and havn't updated any new content since apart from a few minor parts such as some worldmap_info.
If you want to activate TOTC though execute this SQL:

insert into `worldmap_info` (`entry`, `screenid`, `type`, `maxplayers`, `minlevel`, `minlevel_heroic`, `repopx`, `repopy`, `repopz`, `repopentry`, `area_name`, `flags`, `cooldown`, `lvl_mod_a`, `required_quest`, `required_item`, `heroic_keyid_1`, `heroic_keyid_2`, `viewingDistance`, `required_checkpoint`) values('650','650','0','0','1','0','0','0','0','0','TOTC','0','0','0','0','0','0','0','80','0');

Then restart your server. Once the server is backup do:

.worldport 649 100 100 50
or
.worldport 650 100 100 50

For either of the instance, quickly put fly mode on and fly to the correct part of the map. Add a recall there (.recall add name) then next time you want to go there you can do .recall port name.

You done something wrong then, try deleting your cache folder then restarting WoW. Works fine for the other 100 people that have used it.
