There is probably way to do it in the core, but if you want to do it simple:

Don't make chars go over level 9 ;P Make it your max level. ;P

People, I've decided to start work on this project again officially. Thanks to Arthas MBL who is willing to host it in Dedicated Server. If you are interested to help me out please send pm. I take only people who seriously can do the job and know what they do.

Project is still going on. However, I do not plan on releasing anymore to public.

I saw the SS above this post and and The Captain Commander isn't the leader of All the squads hes the leader of the 1st squad, His high rank allows him to control all the other squads temporarlily until a new "senate" of guys are there. So he is in Control but not fully, Like a Vice Captain.

Well, thank you for pointing out that. ^^ Though, It would be too much of a hassle to change it anymore, some of the quests would have to be changed too, and I'm not planning to make everything follow Bleach. ;P
For example: I have only 4 Squads (Healing, Kidou, Science and Protection).
