Custom Wep/Race Problem

Hi, I have some custom weapons, A Starting staff and sword, But there is a problem with trolls and drenis being able to use them, I checked in ascent DBE and all races are checked, And for example with the staff, I unequiped that staff the char started with and its lets me equip it back, so they have the skill, Just when I try to equip the item I make it says, You Can Never Use That Item!
Anyone know why"?

just make a weapon trainer that trains staffs and swords to all classes and you are done...

there you go or Spawn all Weapon Trainers at Starting Places or Making a Custom start Area with The Weapon Master Etc Etc

Make sure Allowable Race and Allowable class are both set to -1 on the items
