ArcEmu new SVN information!

Okay everyone. I'm sorry for the changes we've been going through, we've just been trying to figure out what will be best for the community.

So here's the plan.

At the moment we're going to use Trac for things like -
Milestone, Timeline, Svn difference reports, and a changelog.

- Not working at the moment, might change in a few hours.
