what is the commands_overrides table in a server database can someone tell me please i have been wondering what it is

Command_Overrides is a versatile table used usually for assigning commands to unstandard ranks, or to add a higher level command to a lower level rank.
For example...
If I put the command .learn with the access of egg then all accounts with the rank of egg could learn themselves spells.
