[Release] Buffer Item, SkillNPC, HealNPC for ALL Compiles

The Skill NPC just says "Hey there, how can i help you?"

Here are 2 screenshots. one showing him saying ngame with info showing he is 555556
and the source code you gave me with the end changed to 555556
(i just changed SQL File entry ID to 555556 so all other values are the name)

set the flags to 35 and set the NpcFlags to 1 in creature_proto
