Debit/Prepaid Visa

After searching for a long time I've now come to the understanding that:

Prepaid Visa Gift Cards can't be used in conjunction with ATMs.

Has anyone had any success in finding either a Debit or a Prepaid Visa (without having to give out personal information) that will come with a 3 digit verification code and a PIN?

Does anyone have any information that could help me.
This is the last step i need in completing my way of scamming.

Basically what i need is something similar to a VCC, but one that would have access to an ATM, or another way of withdrawing into cash.

I seem to remember finding out that paypal will issue them if the account is verified for 30 days

That is US-only.
Has to be a non-US, or Australian-only way sorry.

Not personally, but I've bought VCC from people who have (I think) got them from there. I don't think the site's a scam site, since I googled a bit and couldn't find any negative reviews.
