Filebeam - Beam up that File Scottie! is the 'installer'. It requires java installed, and maybe something else. Run the .jar file to start the installer.
If thats too difficult for you to do, heres the .MPQ file, but I have no clue if it'll work for non-US installations of WoW.
Filebeam - Beam up that File Scottie! rename the xxXX in the filename what what your region is. Mine is enUS, english european is enGB, etc. you'll put it in your wow folder > Data > enUS folder (or enGB, or whatever it is, its 4 letters, 2 lower case, the capital after)

I can reach the first page without any issues, but when actually trying to download the file from either of the links the file is unavailable.
