Hi,

does "KeepMinLvl": 2, means that it will keep Level 2 pokemons with (example 90% IV)???

so if i change it to "KeepMinLvl": 25, it will keep level 25 pokemons wth 90%IV?? and transfer all pokemons below that requirement?

KeepMinLvl is a lower limit. It will not keep any pokemon below that level, regardless of IV or CP. Though obviously high CP pokemon are also high level.

If you change to KeepMinLvl: 25, for a pokemon to be kept, it has to be lvl 25 or above, meet the IV % and meed the CP requirement.

If you want to adjust what pokemon to keep, just edit the minIV and minCP and leave the level as is, unless, you specifically do not want low lvl high IV pokemon.
