You don't really have to understand that bit. But the important part is that he level in that formula is a hidden level of the Pokémon. Each power up increases the hidden level by .5 which in turn increases the HP and CP. The higher IV values you have the more each power up will increase the values. Each power up increases the hidden level by .5.
They intentionally do not let you use the final power up as a way to distinguish real accounts from botted accounts
This is not the case, cause perfect lvl 40 dragonite is CP3500 and each power up for dragonite is 50 CP.
So its normal at lvl 38 to be 3400

That's incorrect.
Trainer lvl 1-36: Power up is 50 CP
Trainer lvl 37-40: Power up is 25 CP and you can only level up once per trainer lvl
Therefore at lvl 36, your maxed Dragonite should be at 3400 CP, because you get 25 CP from each of the remaining 4 lvls.

maybe you are right but using my mobile or nox i could make dragonite cp 3375
with ninja manager i made it 3400
and both times when running the Necrobot its a lvl 38 dragonite

I don't know, why you cannot power your dragonite to 3400CP on mobile, because you should.

At trainer lvl 36, it will be lvl 38
At trainer lvl 37, it will be lvl 38
At trainer lvl 38, it will be lvl 39
At trainer lvl 39, it will be lvl 39
At trainer lvl 40, it will be lvl 40

When i used the ninja manager my dragonite was lvl 37,5 !!!
Also many pokemons were 37,5
And Ninja allowed me to power up one more time for half lvl, means 25 CP for Dragonite.
I guess that 1 power up is 1 lvl that gives you 50 CP. After some point its 2 power up = 1 lvl that gives 25+25=50 CP
So if i hit trainer lvl 40 i will need to power up my Dragonite 4 times to get him 3400 > 3500. I will make 4 power ups but actually he will get 2 lvls.
