Can someone explain what requirements noggit has

hey im trying to understand how to use noggit and ive followed ALOT of tutorials and so far it looks like i may have to depatch again.
OTHER:
in my noggit folder i have two apps
WorldEdit.exe and wowmapEditor.exe none called noggit.exe like alot of tuts say

The problem is that i depatched to 2.13 after hearing that noggit works with 2.X
i dont have tbc installed as i want my server non-tbc, i got a 2.13 private sever running on ascent (i think patch 5. and the client and server run happily.
i try to run noggit (aka WorldEdit.exe and wowmapEditor.exe) and i see this screen appear which is totally white and when i hover over it i get a black cursor, but this screen is like frozen because i cant even shut it down Windows Task Manager
ive tried running it with wow running and without wow running and nothing happens
and now i see tutorials from like 1-2 years ago with noggit working on 1.3 and i dont want to go through the hassle of degrading again just to find out it doesnt work too and i cant find a 1.3 repack anywhere ( i cant self compile due to the fact that c++ doesnt work on my computer )
so i want the answers to:
1.) if i get a 1.3 client can i put the info to a 2.13 client
2.) will a 1.3 client work on a 2.13 server
3.) do i need tbc
4.) download to a noggit file that has noggit.exe
any help would be great

also i cant seem to install tbc
i shove disk one into my drive and then it wants me to play and it redirects me to my 3.9 other private server? even tho wow isnt installed to that directory but my 2.13 server

i got a 1.13 client with tbc and it loads and whenever i goto load a map it gets to
Loading...
and then it crashes

Ok buddy, no need to triple post but I am more than willing to help. First of all, the NoggIt you are trying to run is quite primitive.

Go "HERE"

and sign up etc. This version of NoggIt works with up to 2.4.3 and can move WMO's and stuff. Also,

1. A 1.3 client can NOT run smoothely on 2.x
2. There is no such thing as 2.13, it only goes to 2.4
3. If you have to downgrade I would like you to try something for me and I will +Rep YOU for it, try this if absolutely necessary.

i got to 2.1.3 very easily by installing wow from cds (2.0) installing tbc (2.0) then patches: made a tut for a mate when he wants to join my ps Portal Creator

no it says
your wow files are too damaged
have to reinstal
and when it starts downpatching it HAS to install 3.0
u gota install by disks

do u know where i can find a 2.1.3 wow model fix
