Just wondering if its possible to get get a almost perfect top pkmons (2.5k-3k cp with 90+% IV) if you are around lvl 20-20 trainer?

yes it is if you find a pokemon that is already high CP-IV
at lvl 23 trainer i found a wild Dragonite CP 2600+

It will transfer all of your weak pokemon, both the newly caught, as well as the ones already caught previously.

i think i saw you image of necro with lvl 30 accnt running dratini config, does making my pokemons favorite(in game) will save them from the evil doctor?

Pokemons CP's depends on pokemon Level, Bots can tell what level is the pokemon you captured. Max level of pokemon is lvl 40.5.

The pokemons you capture will depend on the trainers level, You will not able to see, or catch a pokemon higher than your trainers level, therefore if you are level 24 you can only encounter pokemons with maximum level of 24. The higher your level is the higher the CP of pokemons you can capture.
