Does my pokemon level ups whenever i feed them candies?

for example I caught Magikarp cp 10 Level 1 100%IV and after feeding some candies and dust does the level goes up too?

Yeah. Also, there's no point in feeding pokemon with candy before evolving iirc. When you evolve it it will multiply times the CP of when you caught it.

I believe it shows the player level which is required to get that CP on the pokemon.

For example you have a CP10 level 1 magikarp, that means that a level 1 player can catch it.
Do you find a CP200 level 20 magikarp, that means that you need to be atleast level 20 to see that kind of CP magikarps

Therefor, wait till you find a pokemon that is close to your level before thinking about powering it up.
