Pokemon Level vs IV?
So from what I understand from reading on the silph road reddit for pokemon go, a higher IV will result in a higher total cp. So my bot is going around catching a ton of pokemon and the log looks something like this:
[03:43:59] (CatchSuccess) | Pinsir Lvl 21 (CP 1106/1273 | 17.00 % perfect) | Chance: 0.19 | 67m dist | with a UltraBall and received XP 420
[03:46:02] (CatchSuccess) | Pinsir Lvl 6 (CP 320/350 | 46.00 % perfect) | Chance: 0.37 | 91m dist | with a GreatBall and received XP 420
So I thought with a higher IV you get a higher max cp (once fully upgraded), or is that second value im seeing in the cp brackets "CP 320/350" something else? What is the pokemon level, is one upgrade via candy + stardust = to a lvl up?

Pinsir Lvl 21 (CP 1106/1273 | 17.00 % perfect)
This is for the moment stronger, it was 1106 CP (first number) cause its only 17% perfect.
If it would be 100% perfect it would have 1273 CP (2nd number).
Pinsir Lvl 6 (CP 320/350 | 46.00 % perfect)
This is atm weaker, but if it would be same lvl like the first it would have more CP since its 46%.
U could boost it up with Stardust and Candy to be better then the first one.
But its is still far away from the wanted 85-100% IV.
So spending stardust and candies on both is just a big waste of ressources. 
Also the moveset of the Attacks make for the most Pokemon a bigger difference in their strenght.
Anyone knows how the comparing values for IV/movesets are?
like 100% IV dragonite with best moves vs 100% IV dragonite with worst moves, on same lvl ofc ^^

Psyborg is correct.
The IV takes into consideration of CP and HP. A 60% perfect IV could get max CP but bad HP, for example.
Hence, dont mind the CP at all, just upgrade any that has a high IV (pref 85+). And before you spam it with your candies to level it up, check if the skills are good.

Dragon Breath with both Dragon Claw gives 260 in 15 seconds, 17.3 dps
Steel Wing with second only Hyper Beam gives 190 in 15 seconds, 12.7 dps
If it's the same CP on both Dragonites, you'd loose out on some DPS with the worse movesets.
Can't find any research for IV vs movesets, so I got nothing to back up my claim. But I believe that a 85% Dragonite with Dragon Breath and Dragon Claw, is better than a 100% Steel wing/Hyper Beam one.
