Why won't Niantic finish this?

We know they can ban ALL of us and detect bots in an instance. why won't they do it? why do they make our life easy by softbanning and ip banning us?

Cheaters are a large part of the community & taking away their means will mean they will not make any microtransaction profit off of that demographic

Are we really that big of a community? I mean, there are plenty of legit players are there. Aren't they enough?
