Why isnt WoWME working? Diffrent this time

Ok so i put WoWME in my WoW dictonary, along with forcelibrery.dll and WoWME.dll

when i run WoWME in the WoW folder i get an instant error

when i put it in my WoW dictoniary and run it it just a black screen comes up then it closes
