Don't worry about it. There are just no dratini's spawned there at the moment. You can hope and pray that it finds some on the next loop(s) through!

it does keep capturing pokemon though

Mine gets this occasionally whenever the "online sniping server" crashes, or becomes laggy. Nothing to worry about as it usually reconnects itself.

I don't think default lat long should affect it. Magikarp is very common compared to dratini, so you are bound to get more magikarps.

Not sure if these coordinates have haunter/gengar. You can try add them under "Pokemon": [
