these plans are so weird, but yea after looking into it for 10 minutes and realizing there is a city side and a bay side your position is correct

I think they claimed that Legendaries can only be caught with Masterballs... Something about catchrate being zero...

so most likely a gym battle type thing or everyone there gets a master ball from some event we also won't be able to access

At H Level in San Diego there is a Comic Con Event in which at LEVEL H , Niantic Labs has an event from 2pm -3pm so plus there is a tweet from a youtuber that he has an inside source. So why not spoof locations? you might get a legendary.
