Same issue here, thought it was due to missing admin rights, but that didn't solve the problem.

Not sure why this bot is bugged randomly, but check
Pokemon-Go-Rocket-API-master\PokemonGo.RocketAPI.Console\bin\Debug\Configs and see if you have the GoogleAuth.ini. If you have your google token from before, try paste it in there

What's the format of GoogleAuth.ini, I've already deleted my previous one.

What do you mean by format? The only thing in GoogleAuth.ini is your refresh token

Here's the fix:
1) Navigate to the logs folder.
2) Open most recent log of the bot working properly.
3) Copy the Refresh Token from where the "xxxxx...." is.

yeah, this is the fix, although it works ONLY if you used the bot before, if you didnt, and you dont have the google token, you have to use PTC (for the people who dont know, google showed us the middle finger
)

Whenever I evolve Pidgeys with the new version, it ignores the evolved pidgey and doesn't transfer it despite all the settings suggesting it should. Anyone know how I can fix this?

when i try this:
3a. Google auth, Necro-Bot has copied your device code onto your clipboard. Paste your code (Ctrl+V) into the Google website that pops up in your default browser to authenticate (if the website does not pop-up go to http://google.com/device)
i get an error:
(error) couldnt copy to clipboard, do it manually
(error) goto: & enter
any tips?
