I believe the paypals dont belong to him and he is scamming ppl with keys bc the chargeback reason was this:"Impersonator of a reputable seller was selling keys for access to a game, I sent the money and never received a key. Would like refund of $15.00 - I receive nothing."

if i am nt mistaken, i think some skypes tat dosent shows the real ip of the user will show the above ip address that ya had gotten.

i have used this to check few skype ID`s from my list, from persons that i know where they live... and in all cases, they were shown to have American IP aka Microsoft/Skype IP

These Skype IP Resolvers are not always accurate, most are false. And the Microsoft Corp IP is showing for alot of people, it's Skypes IP.

how many ppl had exactly the same IP? well I agree that its not very accurate but for me this all is too many coincidences and I agree that this is not enough to ban him
just hypothetically: if he is the scammer and he keeps this account legit for some reason then I think there is not much to be done

Resolvers are accurate if you know how to use them. And what you just posted there is not how you use the resolvers. When checking on ip also check what the isp is too of the ip. And skype is giving to a lot of people their own skype ip as you can see it says microsoft hosting. There are 3 ip's that skype is handing out and what you posted there is one of the 3. I removed the pictures as you are pointing fingers to the wrong guy.

Governement is going pretty hard on scammers lately as it sees them now as a attack against national security and labeling it terrorist activity. I am labeling this scammer as terrorist activity. Because who knows maybe that money gets used to support AL Qaida

My job is when someone gets reported for scamming i report it to the authorities and go after it my self. But as this retard keeps coming back he will get in a lot of trouble as he thinks he can get away with it easy. Expect now secret service listening your phone and knocking pretty soon on your door...
