Make others forced to read the rules...

Im not sure this can be put into action, but I think this is a good idea

Before a member with 15 rep or lower is about post a thread. Force a message to pop up to list the rules about that section and/or the entire site. This would force them to read the rules. Also it would act as a warning too, becuase they just read the rules. They can't say I didnt know the rules or where to find them. This (hopefully) would reduce useless, pointless, random, off topic, wrong forum, and "illegal" threads.
