Suggestion - Rules Link

I don't know what its called, but the green bar that goes across with general links like Home, Advertising, FPSowned...I'm suggesting we add a rules link for this, thus giving site nubs less reasons to say they didn't know the rules.

Maybe fix the [Links] tab, it's currently broken.
Put [New], [Advertise] and [Sitegear] in the [Links] Tab.
