The PC, and mouse and keyboard no monitor needed i have a T.V that I'll hook up to it with a DVI HDMI converter.

A few things can be knocked down and changed for a lower price and more to fit your needs. I just picked a random case but it can be changed if you want. Motherboard and ram could be knocked down. Since you said your going to be using it on your tv you might want to keep that GPU, but i don't know how big your TV is and what types of games or programs you will be running. Ram can also be changed to be cheaper.
Also if you want to overclock you can do it on a stock cooler but can change to an aftermarket cooler

Yea to be pushing an image on a screen that big at a nice rez you'll need atleast that GPU

Direct Canada is fine, im Canadian and buy all my stuff from there, they have free shipping on large orders and it comes pretty quick by ground. 4 days for from from BC to Ontario. Plus if your not a BC resident you don't pay the PST

Intel Dual core 2ghz, 2gig ddr2 ram, 160gig hdd, 8400GS, and what-ever else it has only costed me like $600..
So you should definitely be able to get better then that with $1000.
