My best bet would be...
1. Buy (or pirate) Photoshop.
2. Spend hours browsing the internet for that exact font used in the image.
3. Knowing what the hell your doing.

It looks like they just overlayed an image of a blizzard or ice over top of the text, then added icicles. You can find ways to do that stuff easily on Photoshop tutorial sites.

lamesauce, I've found plenty of tutorials and completed most, but they're always pretty poor quality compared to this and normally only visible on dark backgrounds. I guess I'll just keep experimenting until I get closer to this kind of effect.
I was just hoping someone would have a tutorial very similar to this style or knowledge of how it's done.
PS:
I have photoshop CS4 and over 5000 fonts already, so that's not the issue. The problem is making them look right lol
