If you send to friend/family/as gift, I don't think it charges a fee. There's some way around it, but I don't know exactly what the way around it is.

EDIT:
For me the process is login to paypal, click send & request at the top, type the email address in and click next, make sure sending to a friend is selected, if you see paying for an item or service you can click change. That works for me.

I tried this too. Apparently its only free (at least for me) if i send money to people inside the EU. This is what i am getting if i want to sent money to friends:

Free if you send EUR within the EU.

3.3 Works as expected but, when you enter into the Alvas temple the poe hud seems to disable for 2 seconds.
But generally it is ok.

Does Alva appear in every location?

Confirming, the hud disappears every time you click on alva. a complete game restart is necessary to make it work again.
