I've been farming it last night into today on a us server and I don't think it's fixed. I get 2500+ exp per gold, two events every 10 minutes or so. Very good exp, it did bug for a few hours today though but it got fixed. Gone from 35-45 so far.
Okay, so here is my opinion of this spot after 6 hours of doing it on and off.
The title of this post says its an event that goes "Non stop" and this is true but it is not what it seems. The event spawns about every 10 minutes. It is not like the portal event people do in their 20's that keeps happening over and over and over. NOW with that being said I am getting a crap ton of Xp from doing this. When the events spawn they can spawn on either side of this ship like thing. Here you can man the cannons or go down and fight monsters yourself that are trying to breach a wall and destroy it. Fairly simple and there is a time limit that you need to protect your wall. I usually man the cannons which I suggest most under geared or under leveled people do. Getting a gold defending the walls (which is a joke to do on cannons) gets you a huge 2500 XP gain. The really cool part about this is directly after you are done you get a second event. This event is in the exact same spot and it is basically the same exact thing but instead of protecting the walls from damage you are protecting the people REPAIRING the wall from dieing. This goes by extremely fast. I suggest not even getting off your cannon after Event #1. The 2nd event lasts about 1 minute depending on how damaged your walls really are. This also gives you a good 2500 XP with a gold (also a joke to get on cannon) So if your math is good like mine this means you get 10k xp per 10-15 minutes . 10 minutes between events, and about 5 minutes of doing them.

EDIT: okay so i figured something else out. When you fail the first event where they are attacking your walls you get about 1.5k EXP with a Gold. Now this triggers a 2nd event inside the ship where they flood the ship from two tunnels (because the walls are broke from u failing) and u got to protect the ship captain guy. This lasts 5 minutes long of defending. You get 2.5k for a gold in this event. THE Really cool part is now after that event you still get to go back and do a 3rd event (that would normally be the 2nd if you succeeded the first one) where you defend the repairmen.
Now I am not saying failing the 1st is worth more xp per time spent or if its even worth it because I have no idea. It still took kinda long to do and its only the first time its happened to me. Given the fact that the only time it would fail isnt by planned failure it would be lack of ppl or terrible players, im assuming this isnt worth looking into to much with xp per time spent.

what level is the mobs? and does it have to be level 35. I'm about to test this real soon.
You don't have to be 35. I went there with level 15.
What I have figured out is that the Span events start every 15-18 minutes. I noted the time.
What you absolutely have to do is travel east of the span to the Splintercrest Fort waypoint. There is another event which most of the time fits perfectly between the span events and gives you another 2289 (at level 42) for gold.19:18 - 19:23 defend north
19:24 - 19:27 repair north
19:36 - 19:41 defend south
19:41 - 19:43 repair south
19:51 - 19:56 defend south
19:56 - 19:59 repair south
20:08 - 20:12 defmend south
20:13 - 20:14 repair south
20:23 - 20:27 defend south
2028 - 2030 repair south
20:39 - 20:44 defend south
20:45 - 20:47 repair south
That leaves us with:
Defend Span - 2541 XP
Repair Span - 2541 XP
Defend Fort Splintercrest - 2289 XP
Every 15-18 minutes.

probably. just have to get in a turret to shoot and do dmg. or else you won't be able to get enough. all you have to do is kill one mob. after one mob its auto bronze.
Those are the Event Locations. Orange circles mean normal Events, red circles in oranga circles mean follow-up events.
This is what I have been doing for a few hours now, it's a bit hard to explain, I hope you'll get what I mean:
1. Start at the Steeleye Span and complete a Defense and Repair event (they happen right after another)
2. Check the Fort Splintercrest waypoint.
a) If it's contested (crossed swords behind the waypoint symbol) the event has already begun, so you want to teleport to the waypoint between the span and the fort and take the green path.
b) If it's not contested, take the blue path and check for the other event ("protect Tokkra on his way...blah").
If you took the green path, complete the event and move on to the end of the blue path and wait for the event there to start.
If you took the blue path, complete the main & follow-up event and then move to Fort Splintercrest and wait until the event there starts.
Keep in mind that you always want to check the Span waypoint if it's contested, because you always want to complete the span events (16 minute cycle).
Also, if you're in the middle of another event and see that the span events start, keep in mind that the first span event takes 5 minutes, so even if you arrive last minute you should be able to get bronze, which is just ~300 XP less than gold.
If they events line up perfectly, you'll be able to complete all of them in one span event cycle (16 minutes). Sometimes you'll only be able to complete the Splintercrest and Escort event, meaning you missed the "Stop Tokkra's kidnapping event". It happens.

Oh, and another thing: Sometimes there is a group event in the area which will (at least I think so) prevent the Splintercrest Fort event from happening. You can see it in the orange box which informs you about area events (top right), it'll say "Legion and Ebon Vanguard forces are attacking Behemian Grand Kraal".
i'm here at 22 and it's great experience, it's also really nice loot. at 22 it's not as fast as the centaur chain but it's good
